On Friday, January 15, 2016, at approximately 6:30 a.m., Mr. Theddeus Durham, the 56- year old complainant, was walking eastbound at the 4000 block of the S. Loop West on the Stella Link exit ramp. An unknown vehicle struck Mr. Durham. The driver failed to stop and render aid. After the initial impact, another vehicle struck Mr. Durham as well. The driver of the second vehicle immediately returned to the location. Mr. Durham was pronounced deceased by emergency medical personnel at the scene.
