WE REMEMBER MEMORIAL PROJECT 

The We Remember Memorial Project is a meaningful initiative led by Harris County Precinct 3 Commissioner Tom Ramsey in partnership with Crime Stoppers of Houston. This project aims to honor victims of homicide and raise awareness about the importance of victim advocacy. As part of the initiative, memorial installations will be established in all 72 parks within Precinct 3. Each installation will feature a memorial bench and a tree, thoughtfully provided by Precinct 3. These sites will be unveiled during public ceremonies accompanied by media coverage, highlighting the vital need for victim support and connecting families with valuable resources and organizations.

In Memory of Liz Nuelle Barraza

About Liz Nuelle Barraza:

Liz Nuelle Barraza was a kind and generous young woman who lived to bring joy to others. Liz especially enjoyed all things Harry Potter, Star Wars, and dressing in costumes. She loved spending time with her friends, family, and her beloved dachshund Diesel. Liz continues to inspire acts of charity and generosity from those who knew her best. This tribute is a moving reminder of Liz’s life and the positive impact she had on the world.

“Our beautiful daughter Liz Nuelle Barraza has a tree dedicated to her in Burroughs Park. Her tree is in a place of peace and beauty in a park that we frequented when Liz was alive. It gives her friends and family a special place where we can go when we need to feel her presence.”

Synopsis of case: Liz Nuelle Barraza, 29, and her husband were planning a trip to Disney and Universal Studios for their fifth wedding anniversary. To help fund the trip, Liz organized a garage sale just days before their departure. On January 25, 2019, while setting up for the sale, she was approached and shot multiple times. Sadly, she succumbed to her injuries on January 26th.

In Memory of Farah Baquer

About Farah Baquer:
Farah was a beautiful, loving mother and daughter who cherished her family. She loved to spend time with her kids and work out in her spare time. Her laughter and smile will always be remembered by the ones who loved her.

What this Memorial will mean to the Family:

“A place we can come to for peace in a beautiful park to cherish her memory. Our family is thankful for the community, and everyone involved in her honor.”

Synopsis of case: Farah Baquer was just 33 years old when she was tragically murdered in her home on November 9, 1994. Investigators discovered that her estranged husband had hired two men to carry out the killing. At the time, Farah was involved in a contentious divorce and was fighting courageously for custody of her children. All three individuals responsible were convicted and sentenced to death.

About Caleb Rickenbacher:
Caleb was our beautiful treasure from God — a funny, compassionate, and joyful young man who lit up every room with his smile. He cared deeply for others, especially his family, friends, children, and anyone who was mistreated or overlooked. Caleb had a generous spirit and loved helping people, always making time to listen when someone’s heart was hurting. He never sought recognition for his kindness. His legacy of love and compassion will live on through his nonprofit — ​calebslegacyoflove.org

What this Memorial will mean to the Family:

“It’s hard to put into words how deeply we cherish this honor. Every family longs for their child to be remembered, and knowing our incredible son, Caleb, will be remembered as long as this tree provides shade and this bench offers rest means everything to us. This space gives our family a place to reflect on Caleb’s life and legacy — a place to feel close to him. We are profoundly grateful to Crime Stoppers and Precinct Three Commissioner Tom Ramsey for recognizing our son in this meaningful way.”

Synopsis of case: Caleb Rickenbacher, 20, was tragically killed on November 19, 2022, in a high-speed, wrong-way hit-and-run crash. A stolen Jeep struck his vehicle head-on; Caleb’s girlfriend survived and credits his last-second swerve with saving her life.

About Jocelyn Lisel Nungaray:
Jocelyn Lisel Nungaray was a 12-year-old young girl who was an old soul with so many dreams to reach. She was incredibly kind and one of the greatest friends you could ask for. She loved all things magical such as Stranger Things, Harry Potter, Vampire Diaries, and The Twilight Saga’s. She was the biggest animal lover, her one wish was to save every stray animal and made sure they all had a home. Her biggest dream was to become a famous actress. She swore to me, “I promise mom, everyone is going to know my name.” This tribute marked the life of a beautiful young girl that was taken incredibly too soon and the impact she provided on the entire world.

What this Memorial will mean to the Family:

My beautiful daughter Jocelyn Lisel Nungaray has been dedicated a tree and a memorial bench in her honor at Cypress Top Historic Park. This tree and memorial bench is dedicated to show the beauty and great strength that Jocelyn gave in this world. Through this tree, her spirit will go to live on to remind us of how free she is. Through this bench, her loved ones will feel her presence beside them.

Synopsis of case: On June 16, 2024, 12-year-old Jocelyn Nungaray was lured under a bridge by two men and brutally murdered. Her body was found the next morning. Surveillance footage helped identify the suspects, who were arrested later that month and charged with Capital Murder, Kidnapping and Aggravated Sexual Assault. Both remain in the Harris County Jail on $10 million bail each.

In Memory of Felicia Nichole Ruiz

About Felicia Ruiz:
Felicia was a beautiful 17-year-old girl who loved life, her family and her friends. She was so looking forward to graduation that year and her 18th birthday. She wanted so much to have a dance and invite all of her friends and family. She talked about the first dance would be with her dad and the second dance with her brother. She did not live to see that dream. Felicia was goodhearted and loved us all very much.

What this Memorial will mean to the Family:

“Having this Memorial Bench dedicated to Our Beautiful Daughter Felicia Nichole in Atascocita Park means everything to us. In this Beautiful Park Felicia will look down from Heaven and know she was not forgotten and so will we. It will be where family and friends and people visiting the Park will know she mattered to those who loved her and those who remembered her.”

Synopsis of case: Felicia was murdered on October 30, 1999, after leaving home to attend what she believed was a Halloween party with someone she knew from school. She never returned, and her parents reported her missing the next morning. Later that day, they learned that Felicia had been found murdered in a field, less than an hour after she left home. The party never existed, Felicia was targeted and killed by multiple individuals in an act driven by jealousy and betrayal. One suspect, Jesus Gerado Salazar fled the country and has never been brought to justice.

Status: UNSOLVED

About Eddie Lanier III “Tre”:  
Eddie Lanier III was tall in stature (6’8″) but gentle in nature. He was the best Son, Brother, Nephew, Uncle, Friend a family could have. He played Basketball from Middle School through College – he loved and excelled in Math and Science. One of the smartest individuals you could know and was never afraid to give his opinion and debate you on it. He always looked to help individuals less fortunate than himself, whether that was exposing them to new experiences or even tutoring those who struggled in Math. His entire life he never complained and was there when you needed him. This tribute will be instrumental in keeping on the memory of all of us who miss him terribly. He was taken away from us too soon and we would love to have a lasting staple in our community to remember him always.

What this Memorial will mean to the Family:

“I am writing on behalf of my mother (Sister of Eddie Lanier III) – this Memorial would mean the world to my family as my brother Eddie Lanier III was ambushed & murdered while sitting in his car waiting for a Friend outside her apartment complex in the streets of Houston. After Eddie III died my Dad Eddie Lanier Jr. was so hurt/distraught behind this violent act – Eddie Jr. died 4 months later after the burial of my brother Eddie III. So having a place where my Mother Shelia and I (Tara McFarlin) can go and sit in remembrance of my brother would bring us some solace since we no longer have my brother or father present. “

Synopsis of case: On Sunday, October 9, 2022, Eddie lost his life in Houston, Texas after being struck by a gunshot. He suffered severe injuries and passed away as a result. His death remains unresolved. Although a suspect was brought to trial in connection with his case, the individual was found not guilty, and justice for Eddie has yet to be achieved.

About Austin Adam Kanuch:
Austin Kanuch was a man whose generosity knew no bounds. He gave freely – not just the shirt off his back, but his heart, his resources, and something many of us overlook: his time. His spirit continues to live on through the lives he touched. His passions were many – he had an interest in cars, a wide appreciation for music, a talent for barbecuing, and an enthusiasm for sports. He was also a bit of a philosopher. But above all, he cherished his family. They were his greatest joy and proudest accomplishment. He was also a loving son, an adored brother, and a devoted husband to Mary. The Lord called upon an angel, and in Austin, He received one tenfold.

What this Memorial will mean to the Family:

“This Memorial Bench is more than just a place to sit – it’s a place to remember. For our family, it represents love, legacy and the quiet strength of someone we hold very dear. It’s a space where memories gather, where the presence of Austin is felt in the breeze, the sunlight and the stillness. It’s a gift to the community, but a sanctuary for us – a way for us to honor his life. May this bench always serve as a reminder, especially to his three children, of how deeply they were loved and how truly remarkable, humble and kind their father was.

Synopsis of case: On Friday, September 22, 2023, Austin Kanuch was violently attacked in his home in Houston, Texas. An unknown suspect forcibly entered the residence while Austin was asleep and fatally stabbed him. Surveillance footage captured the suspect fleeing the scene on a mountain-bike style bicycle. Austin Kanuch tragically succumbed to his injuries. His family is devastated and pleading with the community to come forward with any information that could lead to the identification and arrest of the person responsible for this senseless act of violence.

Status: UNSOLVED

About Cheryl Henry and Andy Atkinson:
Cheryl was an extraordinary daughter, sister, niece, cousin, and friend. As the firstborn in our family, she was a natural leader and a role model to those around her. She was bright, athletic, and talented, with a deep passion for cheerleading and dance. Even with a full and demanding schedule, she always made time for family—something that never wavered. Cheryl was the life of the party — the kind of person who could turn an ordinary moment into something fun and memorable. Cheryl had the kindest heart. She was always ready to help friends and family, even when it required personal sacrifice. Those who knew her will all agree that, beyond her beauty, it was her spirit that truly stood out. She was smart and funny, with a contagious laugh that filled every room with joy. Fearless in trying new adventures, she approached life with enthusiasm and courage. She was kind and nurturing, yet fiercely independent—her firstborn nature shining through. Above all, Cheryl loved helping others. Whether she was welcoming a shy new classmate, helping her younger siblings get to school and finish their homework, or stopping to help a stranger fix a flat tire, Cheryl’s compassion for others was constant and genuine. We cherish the memories we shared with Cheryl and thank God for the blessing of being chosen as her family. We hope Cheryl and Andy’s bench allows our community to have a safe space to help those seeking peace and hope in the goodness of this world.

“This memorial means a great deal to our family. Cheryl and Andy’s case has carried a lot of pain and negativity over the years, especially because it remains unsolved since 1990. That has been a heavy burden for all of us. This bench gives us something positive — a peaceful place to honor their lives, not just the tragedy. It allows us to remember Cheryl and Andy with love, dignity, and the joy they brought to the people who knew them.

Synopsis of case: On August 23, 1990, Houston police discovered the bodies of Cheryl Henry, 22, and Garland “Andy” Atkinson, 21, who were murdered after parking in a secluded area known as Lovers’ Lane. Andy was found bound with his throat slashed, while Cheryl was sexually assaulted and stabbed to death. Their abandoned vehicle was located nearby, indicating the couple was attacked after arriving at the location. Despite DNA evidence and years of investigation, the double homicide remains unsolved and is one of Houston’s most well-known cold cases.
