Crime Stoppers and the Houston Police Department’s Major Assaults Division need the public's assistance locating the fugitive (Ceasar Orlando Castro Serrano) who is wanted for an Aggravated Kidnapping, Two counts of Aggravated Assault-Deadly Weapon and Aggravated Sexual Assault.

On Wednesday, February 15, 2023, fugitive Ceasar Orlando Castro Serrano kidnapped and sexually assaulted the victim in the 14200 block of Park Row Rd. in Houston, Texas. During the incident, the suspect struck the victim in the head with a metal pole, then forced them into a vehicle. The suspect drove the victim to another location and sexually assaulted them. The suspect fled the scene in an unknown direction.

Fugitive Ceasar Orlando Castro Serrano is a Hispanic male, 24 years old, approximately 5’07”, 175 pounds, with brown eyes and black hair.
